For most people, no. Tallow is closer in structure to your skin's own oil than most things you could put on your face, which is the opposite of the profile that usually causes trouble. But "most people" is not everyone, and anyone selling you a guarantee here is overselling.
The honest answer
Pore-clogging is individual. The same ingredient can be completely fine on one person and cause congestion on another, which is why the comedogenic ratings you see online are a rough guide at best. They come from old testing that does not straightforwardly transfer to a finished product on a real face.
What can be said fairly about tallow: it is composed largely of the same fatty acids your skin already produces, in roughly similar proportions, so it tends to absorb rather than sit in a film on the surface. Products that sit in a heavy layer are the ones more often associated with congestion.
Why the dose matters more than the ingredient
Most complaints about a balm causing breakouts trace back to using far too much of it. A thick layer of anything on warm skin, under a beard, all day, is asking for trouble.
Use a fingertip. Warm it in your palms until it goes clear and slick, then work it in until it disappears. If your face still looks shiny ten minutes later, that was too much, and that is the variable to change first.
How to test it on yourself
- Use it on one area only, for two weeks. Jawline is a good test area.
- Use a small amount, once a day, on clean skin.
- Change nothing else in the same two weeks, or you will not know what caused what.
- If skin is calm, expand. If you get congestion in that area specifically, it is not for your face. It will still be useful on hands, heels, and cuticles.
If you are acne prone
Go slowly and start on a small area. Some people with acne-prone skin do well with tallow, some do not, and I am not going to pretend to know which you are. If you are being treated for acne, ask whoever is treating you before adding anything new. I make balm, and I am not going to make claims about skin conditions.
