If you are searching for beard oil because your skin itches, you may be reaching for the wrong one of the two products. Oil is built for hair. Itch happens on skin. Those are not the same target.
What oil does well
Beard oil is thin, spreads easily along the hair shaft, and absorbs fast. That makes it very good at softening coarse hair, adding a little shine, and making a beard easier to comb. On a beard whose underlying skin is fine, oil is the right product and a balm can be more than you need.
Why oil often misses the itch
Itch is a skin symptom, and the skin in question is buried under hair. Because oil is thin, it wets the hair it touches first and most of it never reaches the roots. You get a beard that looks conditioned sitting on skin that is still dry and still itching, which is why people end up buying a second and third oil looking for the one that finally works.
What actually reaches skin
A thicker balm stays where you put it. Warm it to an oil in your palms, then work it in against the grain with your fingertips on skin. The tallow and shea absorb, and the beeswax slows moisture leaving. The hold you get on the beard is incidental.
Beef tallow matters here for a specific reason: it is structurally close to what your own skin already makes, mostly the same fatty acids in roughly the same proportions, so it absorbs rather than sitting on top. Under a beard, where you cannot rub anything in properly, something that soaks in is the only thing that gets there.
So which should you buy?
- Skin problem (itch, flaking, tightness, that wool-sweater feeling): balm.
- Hair problem (coarse, dull, hard to comb, skin already fine): oil.
- Both: plenty of people run oil through the hair and balm at the roots. That is not overkill, they are doing two different jobs.

Rule out fragrance first
If the itching started after you began using a scented product, test that before buying anything else. Raw is the same seven-ingredient base with no fragrance in it at all.
When it is not dryness
Spreading redness, weeping or crusting skin, painful bumps, or a rash with a defined edge is not a dry-skin problem, and no balm or oil is the answer to it. Go see somebody.
