Body butter is usually a whipped blend of plant fats with some water in it. Tallow balm is animal fat and wax with no water at all. That single difference drives almost everything else: feel, staying power, shelf life, and whether it needs preservatives.
The water line
Most body butters, and effectively all lotions, contain water. Water makes a product light, fast-absorbing, and pleasant, and it also means the product must be preserved, because anything with water in it will grow bacteria and mold otherwise.
A tallow balm has no water. That means no preservative system is required, a long shelf life, and a much higher concentration of actual fat per scoop. It also means it feels heavier going on, because there is no water to flash off and make it feel light.

Which one for which job
Body butter if you want to cover a lot of skin quickly and pleasantly: legs and arms after a shower, all-over use, or anywhere a rich fat would feel like too much. Also the answer if you want a plant-based product.
Tallow balm for the hard spots. Hands that get washed twenty times a day, cracked heels, split cuticles, knuckles in February, and skin under a beard, where nothing thin ever reaches the roots.
Use much less than you think
People used to body butter reach for the same volume of balm and end up shiny. A balm is far more concentrated. A pea-sized amount covers a whole face, a fingertip does both hands. Warm it in your palms until it turns to oil first, then it spreads much further than it looks like it will.
On shelf life
No water means nothing is growing in the tin. What eventually ends a balm is the fats slowly oxidizing, which takes a year or more and announces itself by smell. Details in shelf life and storage.
